You will need to create a new page and make the page type a promo signup page.

On the right hand side, click on Promo Manager.
Click on "Add a Promo" in the top navigation.
Fill out the form and click "Submit promo info" at the bottom of the page.
To update a promotion, you would just click on "Update a Promo" in the top navigation.
After you are done, you will need to assign this promotion to the page that you created for it. To do that, go to Navigation/Pages on the righthand side and next to the page that you created, there should be a drop down menu. Choose the promo that you would like to assign to that page, and then click on "save changes" at at the bottom or top of the site map.
